Additional Partner
Institution that does not fulfil partnership requirements, but is interested to contribute to project implementation with its own financial resources, e.g. private profit making organisation
Adjacent region
NUTS III level area adjacent to the eligible area of the Programme, which can receive up to a limit of 20 % of the total Programme funding as defined in the Article 21 of the European Parliament and Council Regulation (EC) No 1080/2006 on the European Regional Development Fund and repealing Regulation (EC) No 1783/1999. In the Programme only Kaunas county is involved as an adjacent region.
Annual and Final Implementation Report (Programme level)
A report prepared by the Managing Authority on the progress of the Programme implementation in accordance with the Article 60 and 67 of Council Regulation (EC) No 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999.
Applicant's pack
Set of documents containing the information, requirements and forms needed to prepare project application. It is aimed at project applicants. The Applicant's Pack consists of the Latvia-Lithuania CBC Programme document, the Programme Manual, the Application Form, Partner Declarations, the relevant European Union and national legislation and National Eligibility Rules.
Application for payment (Programme level)
A document prepared by the Certifying Authority in accordance with the Article 61 of Council Regulation (EC) No 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999. Application for payment shall be drawn up in the format of Annex X of Commission Regulation (EC) No 1828/2006 setting out rules for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and of Regulation (EC) No 1080/2006 of the European Parliament and of the Council on the European Regional Development Fund and transmitted to the Commission.

Application Form
One of documents to be submitted as part of Project Application which describes the project's aims, partnership, gives detailed information on the work plan and financial figures.
Audit Authority
Institution responsible for carrying out the Programme system audits and sample audits of the projects, as well as other functions as defined in the Article 62 of Council Regulation (EC) No 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999. The tasks of the Audit Authority shall be performed by the Audit Department of the Ministry of Regional Development and Local Governments of the Republic of Latvia.
Audit or second level control
Checks carried out on a sample basis by the Group of Auditors as defined in the Article 62 (1 a, b) of Council Regulation (EC) No 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999.
Audit trail
A sequence of information according to criteria laid down in Article 15 of Commission Regulation (EC) No 1828/2006 setting out rules for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion
Fund and of Regulation (EC) No 1080/2006 of the European Parliament and of the Council on the European Regional Development Fund, e.g. accounting records, documents on audits carried out, etc. that provide detailed information about project.
Auditor
Representative of the Audit Department of the Ministry of the Regional Development and Local Governments of the Republic of Latvia or Internal Audit Department of the Ministry of Interior of the Republic of Lithuania who is responsible for carrying out the audits of the projects on a sample basis to verify the declared project expenditure.
